For pre-approved E&S producers, RLI Transportation is a solution for hard-to-place truck risks.

In Florida and Illinois, policies are underwritten by RLI Insurance Company. In all other acceptable coverage territories, policies are underwritten by Mt. Hawley Insurance Company, an RLI company.

Ambulance-specific criteria

Ambulance insurance solutions are based on several factors, including but not limited to issuance of a non-renewal or cancellation notice, claim issues (frequency and/or severity), lack of industry experience/being a new venture and the need for dedicated loss control support.

  • $50,000 minimum premium
  • Mixed fleets: Any modifications or permanently attached equipment must be disclosed on the submission
  • Emergency and non-emergency fleets
  • Prefer employees are at least EMT-B certified
  • Prefer employees are EVOC or CEVO trained
  • Higher-risk territories including South Florida, South Texas, Los Angeles County in California, San Francisco County in California or Cook County in Illinois
  • No radius limitations (local, intermediate, long distance)
  • Can post filings (federal and state)
  • Business owners willing to work with the underwriter and loss control team to implement necessary requirements and recommendations with an emphasis on prioritizing safety and loss control

Additional coverages & ineligible risks

Hired and non-owned liability can be standalone or in addition to fleet coverage.

Ineligible risks

  • Mid-term submission looking for lower premium
  • Vehicles with 15+ passenger capacity including the driver
  • Accounts with large seasonal exposures
  • Large subcontractor exposure when federal filings are not required: will not offer hired auto coverage
  • Large subcontractor exposure when federal filings are required: will not offer terms on this risk
  • Intermingled businesses unless we’re offering terms on all exposures
  • Risks with a clear history of egregious behavior surrounding loss

Submission clearance requirements

  • Account narrative, strategy and market position – send copy of cancellation or non-renewal notice if applicable
  • Completed RLI Ambulance Questionnaire
  • Five years of currently valued hard copy loss runs valued within 60 days or less from proposed inception with details on all open losses and losses over $50KVehicle schedule in Excel with licensing state, garaging city/state, year/make/model/VIN, specific use, seating capacity, disclosure of any modifications or permanently attached equipment and stated amount
  • Driver schedule in Excel including date of birth, date of hire, driver’s license number and state

Additional requirements

  • Financials: two most recent year-end audited financial statements, balance sheet and income statement on an accrual basis
  • Current 5-year MVRs for all drivers
  • Acceptable loss control inspection or digital risk review, completed and reviewed by our internal loss control team – Insured to complete: E&S - Digital Risk Review

Coverage territory

RLI offers coverage throughout the U.S. with the following exceptions:

  • Policies cannot be domiciled and vehicles cannot be registered in the following states: CT, KS, KY, MA, NC, NY, NV, WA, WV
  • For risks domiciled and registered in eligible states, if they enter NY, use in the five boroughs of NY can only be incidental
  • In FL and IL, terms are offered on RLI Insurance Company admitted paper. In all other acceptable coverage territories, terms are offered on Mt. Hawley Insurance Company non-admitted paper.
